Cook the pasta to al dente, drain and set aside.
Add the ground beef to a skillet over medium high heat.
Season the beef with garlic powder and salt and pepper to taste. Cook until completely browned, and drain the excess grease.
Mix the water and soup in a bowl.
Combine the noodles, ground beef, soup mixture and ½ of the cheese.
Layer the mixture in a well-greased 9x13 baking dish. Top with the remaining cheese.
Cover in tin foil and bake for 20 minutes. Remove the foil, and bake another 10 minutes.
