Put the white chocolate chips in a bowl.
Melt the butter with the orange zest in a pan and stir in the cream.
Bring to a simmer, then sieve into the white chocolate chips and discard the orange zest.
Let the mixture sit for a couple of minutes.
Stir in the orange and vanilla extracts and whisk until smooth.
If the chocolate isn’t fully melted, you can microwave the mixture for 15 seconds.
Use plastic wrap to cover the bowl and refrigerate for an hour.
Scoop tablespoon-sized dollops of the mixture and roll into balls.
Roll those balls in powdered sugar.
Refrigerate for an hour before serving.
