Place the caramels and heavy whipping cream into a bowl that is microwave safe.
Heat at 30 second intervals until the caramels are melted and smooth.
Add the condensed milk, chocolate chips and salt to a saucepan over medium heat.
Stir constantly, and heat until the chocolate chips are completely melted and combined.
Line a 9x9 baking dish with parchment paper.
Spread ½ of the chocolate into the bottom of the dish.
Add the caramel on top of the chocolate.
Place the remaining chocolate on top.
Use the tip of a butter knife to swirl the layers together slightly.
Chill for several hours until the mixture has set.
Slice to serve.
