Add the ground beef, onion and bell peppers to a skillet over medium high heat. Saute until the meat is browned and the vegetables are tender. Drain the excess fat.
Stir in the brown sugar, onion powder, ketchup and worcestershire sauce.
Season with salt and pepper to taste.
Melt the butter in a saucepan over medium heat.
Mix in the milk and 2 cups of cheese, and stir until the cheese melts and the sauce thickens.
Lay the tortillas out on a flat surface, and place some meat filling in the center of each one.
Top the meat with some of the cheese sauce.
Fold the sides of the tortillas in, and roll them up over the filling to form burritos.
Heat some oil in a clean skillet over medium heat, and fry the burritos until crispy on all sides.
Serve sprinkled with additional cheddar cheese.
