Add ground beef to a heated large skillet.
Continue to cook the ground beef over medium heat until it is no longer pink. Stir and break up the beef.
Drain the fat from the ground beef.
Sprinkle the cornstarch, paprika, garlic and onion powder, salt, pepper, and sugar over the ground beef.
Stir well to blend the spices with the ground beef. Add the 2 cups of hot water, whole milk, and macaroni into the skillet.
Place the lid on the skillet. Lower the heat and simmer for 8-11 minutes or until the macaroni is Al Dente.
Toss the grated cheese over the macaroni, stirring until the cheese has melted making a sauce.
Take off the stove. Set aside until the sauce has thickened.
Garnish with chopped parsley.
Serve.
