Heat the oven to 350 degrees, and line a baking sheet with parchment paper.
Blend together the cream cheese, sugar and butter for the cookies until smooth.
Add in the egg.
Mix in the remaining cookie ingredients until well combined.
Roll the dough into 1 - 1 ½ inch balls of dough, and flatten slightly with the palm of your hands, creating a slight indentation in the center of each cookie. Place the cookies on the baking sheet, being careful to leave some space for them to expand.
Bake for 10-12 minutes.
Add 2 tbsp heavy whipping cream and the caramels to a bowl that is microwave safe. Heat for 30 seconds at a time until completely melted and smooth.
Add a spoonful of caramel to the center of each cookie. Add the cookie tray to the fridge to chill.
Add the ¼ cup of heavy whipping cream and chocolate chips to a bowl that is microwave safe.
Heat for 30 seconds at a time until the chocolate is melted and smooth.
Add a spoonful of chocolate to the top of each cookie.
Chill until the chocolate has set and then serve.
